About Us

FSS Partnerships is a national initiative designed to tap the resources of public housing agencies (PHAs) to help build assets among low-income families.  In particular, FSS Partnerships seeks to promote awareness of HUD's Family Self-Sufficiency (FSS) program and to stimulate partnerships between housing agencies and other agencies and organizations around FSS and Earned Income Tax Credit outreach.  Such partnerships can provide asset-building opportunities for thousands of low-income families who are not currently being served.

Technical assistance is available through FSS Partnerships for sites interested in expanding their FSS programs through these types of partnerships.

The project director for FSS Partnerships, Jeff Lubell, is the former Director of the Policy Development Division for the Office of Policy Development and Research in the U.S. Department of Housing and Urban Development in Washington D.C.  Mr. Lubell has also worked as a housing policy analyst for the Center on Budget and Policy Priorities.

FSS Partnerships is funded by a grant from the Annie E. Casey Foundation to Local Initiatives Support Corporation.  FSS Partnerships gratefully acknowledges the support of both organizations.
