Other Funding InfoPublic Housing Operating Fund RuleOn Sept. 19, 2005, HUD published a final rule on changes to the public housing operating fund. Notably for FSS practitioners, the preamble clarifies that HUD plans to continue its current policy of excluding FSS escrow deposits from tenant rent income in calculating public housing operating funding. This means that HUD will continue to cover the costs of public housing FSS escrow deposits through the operating fund. Downpayment Assistance
